Lt. General Russel Honoré, (Ret.) Visionary Leader of the New Normal and Commander of Joint Task Force Katrina
When Hurricane Katrina struck New Orleans in 2005, the devastation was more than anyone could have imagined. Images of the city drowning in the waters of the Mississippi and Lake Pontchartrain and of the dire conditions at the Louisiana Superdome and Convention Center showed the world that the United States was ill-equipped and unprepared to deal with a natural disaster of such epic proportions. In spite of questionable leadership on many levels, one leader undeniably changed the course of the disaster: Lieutenant General Russel L. Honoré, the commanding general of Joint Task Force Katrina. A native of Lakeland, Louisiana, Honoré, the “Category 5 General,” swept into New Orleans, surveyed the destruction and took charge, bringing the city back under control and starting the long process of putting it back together. With a trademark swagger and commanding personality, Honoré is a no-nonsense career soldier who always speaks his mind. While in charge of the entire Army east of the Mississippi, he brought leadership to New Orleans, reminding soldiers to lower their weapons and help those in need, creating a more positive atmosphere as rebuilding began. Since his command of Joint Task Force Katrina, Honoré has brought the lessons of Katrina to organizations around the country. An expert on preparedness and responding to catastrophe, he offers insights into protecting people and organizations, outlining the principles necessary to lead through unexpected and uncontrollable crises. Honoré’s lengthy career has taken him around the world, from Korea to Germany and the entire United States. He has many awards and distinctions, including the Defense Distinguished Service Medal, the Defense Superior Service Medal, the Legion of Merit, and a Bronze Star, among others. Recently, he was awarded an honorary doctorate from Loyola University (New Orleans). In May 2009, he published his first book, Survival: How a Culture of Preparedness Can Save You and Your Family from Disasters. He also serves as a CNN preparedness contributor; a senior scientist with Gallup; as chairman of the board of Grand ISS, a comprehensive risk solutions provider; and on the Expert Council of Firestorm Solutions, LLC, a national leader in business continuity, vulnerability analysis, risk mitigation, and crisis management. The man that New Orleans Mayor Ray Nagin called a “John Wayne dude,” Honoré has proven that by taking charge and creating a culture of preparedness, whether as an individual, a group, a city, or an entire country, unexpected crises can be managed and their impacts can be minimized.

| Biography: |
Mr. Scott’s employment record is distinguished by strong advisory roles at the state and federal level to produce practical solutions to public assistance projects and programs. His strengths in budget administration, organizational planning, public/community relations, grant proposal review and development, supervision and training of staff, and problem solving led to his political appointments by both Presidents Ronald Reagan and George H. W. Bush, Sr. In addition, Mr. Scott was the late HUD Secretary Jack Kemp’s representative on federal-assisted economic development, public housing and minority business enterprise projects for HUD Atlanta Region IV. Mr. Scott received a BA degree in Sociology from the San Francisco State University. 2006 to currently- Mr. Scott is the sole proprietor and President of WCS Industries an Information Technology Company. In this capacity, he oversees the development of WCS Industries into a viable company in the Information Technology, Automatic Information Technology and Automatic Identification Technology arena. He is in charge of contract procurement, marketing, financing and the hiring of employees.
2000 to 2006 - Mr. Scott served as Vice President for Business Development and Government Relations for Cytec Corporation. In this capacity he: • Oversaw the development and expansion of this hi-tech company. • Personally meets with Congressional officials and staff for support in seeking federal contracting opportunities. Consults with federal agencies on contracts. • Currently implementing an Automatic Identification and Information Technology Application/Software Development Kit Program at Mississippi Valley State University, Mississippi Delta (one of the poorest regions in the country), and obtained funding through FY2001 Appropriations. • Obtained funding through FY 2000 Appropriations to develop Radio Frequency Identification software for use by the military and commercial businesses.
1994 to 2000 - Mr. Scott was employed at the Mississippi Department of Economic Development (currently Mississippi Development Authority); he served as Director of the Minority Business Enterprise Division. In this capacity, he: • Fostered economic development activities which increased the availability of resources for the minority business community; promoted the growth and development of minority and women-owned businesses (MWBE) in Mississippi; served as principal advocate on behalf of minority and women business enterprises; recommended changes in laws and promoted legislation to enhance the environment in which MWBE operates. • Project portfolio exceeded $15 million in contracting opportunities and federal appropriations. • Successfully implemented the first statewide Rural Minority Business Development centers, funded by the U.S. Department of Commerce’s Minority Business Development Agency (first time MBDA funded a program with emphasis on rural business development). • Developed a minority business program that served as a model for similar programs throughout the nation. Program received recognition from the U.S. Small Business Administration (SBA) and the Minority Business Development Agency’s Atlanta Region Office.
1989 to 1993 - Mr. Scott was employed by the U.S. Department of Housing and Urban Development, where he was a Schedule C Appointee as Secretary Representative to HUD Atlanta Region IV. While serving in this position, Mr. Scott played a major role in the following indicatives:
Provide oversight in the management and implementation of over $40 million in federal-assisted economic development and public housing projects. Projects were designed to enhance new business start-ups as well as the development of single and multi-family housing. • Monitor 1.5 Billion Dollars in contracts that HUD awarded annually. His role and responsibility consisted of the following: • Monitoring HUD contracts to see that Minority and Women owned businesses were treated fairly through the application and bid processing and the awarding of HUD contracts. During his tenure, HUD Region IV always reached its goals that were established. • Responsible for maintaining the quality standards of programs serving 8 states, Puerto Rico and the U.S. Virgin Islands, while supervising facilities staffed by over 1,700 employees. Served as liaison to the SBA, numerous state and federal agencies, and grass-roots organizations in facilitating implementation of programs. • Developed and coordinated workshops on self-employment; managed grant awards; monitored program quality; and created awareness of projects through extensive contact with public and private organization at state and community levels. • Developed and implemented a memo of understanding (MOU) between HUD and the SBA to joint venture new business formations for low income individuals in 8 states and Puerto Rico. • Developed MOU between HUD and the Tennessee Valley Authority to assist the SBA in developing new businesses for minorities in Tennessee and other states. • Assisted in the development of a Public Housing Resident Enterprise Assistance Program.

• 1982 to 1989 – Mr. Scott served as a White House Appointee to ACTION, the Domestic Volunteer Agency. He served as the State Program Officer for Mississippi • 1980 to 1982 – Mr. Scott was appointed by the Mayor and the City Commissioners for Jackson, Mississippi as Director of the Senior Citizens Program • 1975 to 1980 – Mr. Scott served as Credit Manager for Shaw Credit Store in Jackson, Mississippi • 1967 to 1975 – Mr. Scott started National Theatrical Attraction an entertainment agency in San Francisco, California. He developed, trained and manages artists. In addition, he did record promotion and booked artists across the Nation
1964 to 1968 - Mr. Scott attended City College of San Francisco and San Francisco State University, where he received his Bachelor Degree in Sociology.
Mr. Scott is a Veteran having served in the United States Army. He is a Life Member of the Veteran of Foreign War (VFW) and the American Legion.

Cindy Ayers, PhD, President and CEO, Foot Print 2.10

| Biography: |
A native of Mississippi, Dr. Ayers was educated in the public school system. She received a Doctor of Philosophy in Urban Higher Education from Jackson State University. Her Dissertation Title: The Vision of Jake Ayers: his Impact on Higher Education in the State of Mississippi; focused on the history and journey of Jake Ayers, her great-uncle and namesake of the Mississippi Ayers legislation which provided adequate funding for Black Colleges and Universities in Mississippi. Dr. Ayers’s matriculation at Rust College in Holly Springs, Mississippi lead to her selection and placement as a National Urban/Rural Fellow at the University of Massachusetts at Amherst. There, she completed her Bachelor of Science in Business and Master of Business and Regional Planning.
Early in her career, Dr. Ayers exhibited the ability for business and economic development. Her love for organizing and history always focuses on improving the quality of life, particularly the disenfranchised, poor and vulnerable. Dr. Ayers’s organization skills and passion for change gave her voice in the national spotlight when elected as a delegate to the Democratic National Conventions in 1984, 1988, 1992, 1996 and 2004. During the historic 2008 election, she served as credential’s officer for the Mississippi Democratic Chairman to the National Democratic Convention. She held several national positions with Young Democrats of America which allowed her to work in campaigns and help elected officials throughout America.
Her commitment to change, her love for home, and her respect for her mentors lead her to establish First American Bank, the first African American owned bank in Mississippi since reconstruction. Dr. Ayers became the first woman Chairman of a Financial Institution in the Southeast United States. The bank was sold to Liberty Bank, now the largest African American owned bank in the United States. Today there are two locations in Jackson and many more throughout the United States. Her financial knowledge also took her to Wall Street as a Senior Vice-President Investment banker. As a result, Dr. Ayers has had the fortunate opportunity to travel to countries around the world, many of which she’d often only dreamed and read about visiting. Today she serve on numerous economic and community boards including the White House Small Business Council, and the Mississippi Head Start Association (former treasurer). She has received several distinguished honors and awards including being named as The Mississippi Business Journal top 50 Businesswomen in Mississippi. In 2009 her first publication’s Book chapter, Selected Works of Catalysts for Change in Urban Higher Education received the National Small Business Diversity Award.
The life changing day of 911 set new directions for Cindy’s life, she lost many friends and colleagues on that tragic day. For the last five years Dr. Ayers has served as President/CEO of Delta Foundation Inc., and Chairman of Delta Enterprises. Delta Foundation Inc., a 501 C-3, non-profit located in Greenville, Mississippi has a mission of serving the underserved in small business development, education and health. Delta Enterprises owns and operate three for-profit Manufacturing Companies is three states with over 200 hundreds employees. Dr. Ayers served as President of one of the companies, Electro National, located in Canton, Mississippi until January 2010.Today, Dr. Cindy Ayers is President and CEO of Foot Print 2.10, an IT-Management, Research and Projects Management Group. Her commitment for change and her love for home, along with great mentors continue to solidify her dedication to the state of Mississippi and world-wide expansion of all she has to offer.

MacArthur DeShazer, Sr., Director, Small Business Development & Industrial Representative, Lockheed Martin

| Biography: |
Colonel MacArthur “Mac” DeShazer, Sr., USA retired, is the Lockheed Martin Information Systems and Global Services (LMIS&GS) Enterprise Campaign Team Leader for the Africa Command (AFRICOM) initiative. In this position, he is responsible for conducting market analysis, capability assessment and designing the AFRICOM campaign roadmap. He is also Director for Small Business Development and IS&GS Industrial Representative. Mac was Vice President, Federal Government Relations for Affiliated Computer Services, Inc., a company Lockheed Martin acquired in November 23, 2002.
On November 20, 1998, Mac received a Presidential appointment as Associate Deputy Under-Secretary for International Labor Affairs, U. S. Department of Labor. Immediately prior to his appointment, he was President of the National Summit on Africa (November 1, 1996 - November 20, 1998), a private non-profit organization, supported and funded by The Ford Foundation, the Carnegie Corporation of New York and AFRICARE. While still on active military duty, Mac was recruited to join the White House National Security Council as Director for African Affairs (Nov, 1993- Nov 1996). Other key military assignments included the Defense Intelligence Agency (Joint Staff Intel Analyst for Africa), the Army Staff (Strategy Plans & Policy), American Embassy Kinshasa, Zaire and Chief of the US Military Liaison Office in the American Embassy in Tunis, Tunisia.
In 1984, Mac was selected as one of 12 White House Fellows from among 1214 competitors. He served his White House Fellow assignment as Special Assistant to the Director of Central Intelligence (William Casey) and Deputy Director of Intelligence (William Gates). He also served as an Army Senior Fellow at the Brookings Institutions in Washington, D. C.
Mac is a Magna Cum Laude graduate of Central State University (Ohio) and received a Master of Arts in Political Science from the University of Texas at El Paso. He is also a graduate of the Armed Forces Staff College, the Defense Language Institute (French), Monterey, California and the Army War College.
He is married to Janice Thompson and they have two sons: MacArthur Jr. and William Ross.

Robert F. Kenney, Jr., Savi Technology

| Biography: |
Robert F. Kenney, Jr. joined Savi Technology in June 2005. Bob previously held a number of positions at i2 Technologies. As Director, Logistics Strategic Support he led strategic engagements with numerous Fortune 500 Corporations across the broad spectrum of logistics as well as with major shippers. Ultimately, Bob assumed the additional responsibility of business development and sales management within i2’s Government Group as Senior Vice President, Business Development.
A former Army Transportation Corps Officer, Bob Kenney served throughout the United States and the world. Among his more noteworthy assignments were in Europe within the 37th Transportation Group where he was responsible for the movement of all commodities ranging from household goods to nuclear weapons. He worked for Trans World Airlines on a public to private sector exchange. During this assignment, he served on the International Air Transportation Association (IATA) bar code committee and worked to help establish AIT adoption and standards across the airline industry. These included bar codes, dot matrix, verbal encoding and aRFID/pRFID. He later served as Division Transportation Officer for the 24th Infantry Division under the command of then Major General Norman Schwarzkopf. In this capacity, he was Division Project Officer for the Army’s Transportation Automated Command and Control Information System (TC-ACCIS), the deployment system utilized during Desert Storm.
He subsequently commanded the Army’s 11th Transportation Battalion which housed the Army’s amphibious capability most notably the Lighter Air Cushioned Vehicle (LAV-30) which was the Army’s hovercraft fleet. During his tenure in command, new records of maintenance reliability, operational excellence and mission readiness were achieved. Following his attendance at the Naval War College, he commanded the Army’s most deployed organization, the 4200 member 7th Transportation Group. In this capacity, COL Kenney was also responsible for the maintenance and life cycle management of the largest concentration of MHE/CHE in the Department of Defense. Bob also served on the Department of Defense AIT Task Force and was a frequent participant on the Defense Science Board as well a subject matter expert for the Joint Deployment Process and a member of the Joint Logistics Over the Shore Board.
After leaving the Army, he served as Vice President for Logistics and Asset Management for Travelways, a national passenger transportation company. In this capacity, he was responsible for the acquisition, maintenance and life cycle management of over 1200 assets ranging from limousines to the specialized motor coaches which support travel by many musicians and touring companies i.e. Paul McCartney, Faith Hill, Martina McBride, Harry Connick Jr., Bob Dylan, etc.
Bob’s awards and decorations include: The Defense Superior Service Medal, The Legion of Merit with Oak Leaf Cluster, the Meritorious Service Medal with five Oak Leaf Clusters, the Army Commendation Medal, Army Achievement Medal, et al. He is a Distinguished Member of the Transportation Regiment, a member of the Order de Fleury in Bronze from the Army Engineer Regiment and is a past recipient of the Distinguished Military Alumnus Award for the College of William and Mary.
Bob Kenney has served on numerous transportation technology committees and boards within both the public and private sectors. He is currently an advisor and mentor at the Mason School of Business, College of William and Mary, as well as advisor to the College’s Thomas Jefferson Center for Public Policy. He holds undergraduate and graduate degrees from The College of William and Mary as well as graduate degrees from Ball State University and the Naval War College. He is married and he and his wife MJ have two sons, Patrick, and Alex. The Kenney’s home is in Williamsburg, Virginia.

Rubin Cuffee is a Senior Manager for Lockheed Martin’s Information Systems & Global Services (IS&GS), Creative and Strategic Services in Business Development. As a Senior Manager, Rubin leads a geographically dispersed marketing team that manages and executes trade shows, symposia, meetings, demos, and other related marketing events worldwide for IS&GS. Rubin strategically aligns the IS&GS event plan to support the business objectives including new business, focus and priority programs, and strategic marketing initiatives.
Before joining the Creative and Strategic Services team he served as the National Account Manager responsible for winning new business for Lockheed Martin’s Enterprise & Logistics Solutions line of business where he led Defense Message System-Sustainment (DMS-S) capture team to win a $750 million contract over a 10 year period. Rubin was also the recipient Lockheed Martin’s highest honor, the NOVA Award for his accomplishments.
Rubin is the co-founder of RuVal Inc., an organization that provides customized workshops designed to enhance interpersonal skills and relationships for children and families.
Rubin, a native of Chesapeake, Virginia has lived in the Washington, DC Metropolitan Area for over 25 years. He received his Bachelor of Science degree in Business Administration from Norfolk State University in 1983. In addition to his BS degree, Rubin has earned certificates in International Contracting from The George Washington University.
Rubin is a member of the Trade Show Exhibitors Association (TSEA) and Armed Forces Electronics Association (AFCEA). He is active in his church where he serves as Chairman of the Board of Trustees and he is leading the construction of a new $14 million edifice in Centreville, VA.
Rubin’s interest and hobbies include digital video production using non-linear editing tools, digital photography, contemporary art, and home audio and video systems design and installation.
Rubin currently lives in Nokesville, VA with his wife Valerie.

Traviss Green, Systems Engineer Sr Stf, Lockheed Martin Integrated Systems & Global Services

Traviss Green holds a B.S. in Computer Science Technology from The University of Maryland at Bowie State and is enrolled as dual Masters candidate at The University of Maryland Unviersity College where he is pursuing Technology Management and Business Management degrees. He has twelve years of systems engineering and program management experience and has worked in several leadership roles throughout various parts of the systems lifecycle.
In 2001, he joined Lockheed Martin as an associate systems engineer and earned a Special Recognition Award (SRA) for being instrumental in the development of a modular systems engineering and certification program that yielded the customer a decrease in training cycle times while exceeding the proficiency thresholds for operations & maintenance. Shortly thereafter, he transitioned to lead the development of an advanced net-centric prototype which supported several Lockheed Martin campaign experiments, a number of focus programs & pursuits, and several cyber security pilots which emphasized the importance of making data visible, accessible and understandable across assured and resilient information systems.
In 2006, his research & development project was selected by the Advanced Technology Office (ATO) for an outstanding performance award in demonstrating excellence in support for several Lockheed Martin business area objectives. While functioning as the Principle Investigator (PI) for the Independent Research & Development (IRAD) project, he also served as an acting program manager for a multi-million dollar Corporate Integration Concept which delivered and maintained the LM Global Information Grid (GIG) Testbed emulation platform at Lockheed’s Center for Innovation. The GIG Testbed has since been used to shape and win several new business opportunities for multiple Lockheed Martin business areas. His efforts in this capacity yielded several special recognition and achievement awards for demonstrating notable program management and technical leadership capability.
In the fall of 2007, he transitioned to a Systems Integration organization, currently renamed the Enterprise Integration Group (EIG), and functioned as the chief engineer for a Systems Management Center (SMC) prototype effort focused on strategic pursuit of opportunities within the Department of Defense (DoD) market. After receiving recognition for this effort at the 2008 EIG Celebration of Excellence Award ceremony, he transitioned to support the development of key proof-of-concept prototypes with the Next Generation (NexGen) Innovation. Currently, he is the lead principle investigator for a NexGen Cyber Security project called Archangel as well as the lead network engineer for the Next Generation Cyber & Technology Innovation Center (NCITe). Earlier this year, he was recognized by the Career Communications Group as a 2009 Black Engineer of the Year - Modern Day Technology Leader.

Ms. Stout has been a Supplier Diversity Manager and Small Business Liaison Officer for Lockheed Martin Information Systems & Global Services since 2003.
As a member of the Lockheed Martin Corporate Supplier Diversity Leadership Team, she represents one the Corporation’s four business areas as an advocate for supplier diversity. The team is responsible for establishing corporate policy, goals, and objectives that ensure maximum utilization of small businesses in Lockheed Martin’s subcontracting process. In 2007, Regina was awarded the U.S. Small Business Administration’s Philadelphia District Veteran Small Business Champion of the Year.
Located in Valley Forge, Pennsylvania, Regina works closely with the Supply Chain Procurement Managers, Buyers, Subcontract Managers and Administrators, Business Development, and Research & Development organizations to identify potential opportunities for Small Business participation.
Prior to her current role in Supplier Diversity Regina held a position with Lockheed Martin Corporate as a Financial Services Manager whose organization provided Accounts Payable, Payroll, Travel and Relocation services to Lockheed Martin businesses in Maryland, New Jersey, New York and Pennsylvania. Regina received her Bachelor of Science degree in Education from West Chester University. Throughout her career, Regina has worked in Business Operations and in Finance for Unisys Corporation, General Electric, LM Corporate Shared Services and is currently employed in Global Supply Chain Management at Lockheed Martin IS&GS.

Dr. Calhoun also serves as Chief Executive Officer of Integrated Management Services, (IMS). IMS has three separate divisions; IMS Engineers (www.imsengineers.com), IMS Technical Institute (www.imsinstitute.net), and IMS Autrans, LLC (a tier one supplier for Nissan North America). Dr. John D. Calhoun serves as Assistant Professor of Entrepreneurship and Professional Development in the College of Business at Jackson State University.
IMS, in 2008, was awarded the 2008 Inner City 100 Award for the fastest growing inner-city businesses in the U.S. for the fourth consecutive year. IMS ranked 30th on this year's list of the fastest growing inner-city companies in America. IMS was also recently named to the 2007 Inc. 5000, the first ever list of the 5,000 fastest-growing businesses in the country with a rank of 833rd and a three-year sales growth of 414.1%. In 2006, IMS was named to the prestigious Inc. 500 list as one of America's fastest growing companies for the fourth straight year. IMS ranked 449th, with a 3-year sales growth of 330.1%.

Black Enterprise Magazine, in February 1999, cited Dr. John D. Calhoun and his business partner, Rod L. Hill, PE, for the firm's rapid growth and expansion. Dr. Calhoun is credited for growing IMS Engineers from a three (3) person staff to a multi-million dollar operation, one of the largest minority-owned engineering firms in the nation. Entrepreneur Magazine, in November 2001, in the article, Forever Young, cited Dr. Calhoun as one of the Country's brightest young business leaders. Prior to founding IMS, Dr. Calhoun served as the Senior Advisor for the Mayor of the City of Jackson, Mississippi where he was the chief architect for the creation of the Metro Jackson Housing Partnership and the Jackson Hinds MINCAP fund, an institution that lends millions of dollars to minority businesses. John was one of the founding board members of Big Brother/Big Sisters of the Tri-County Area, and serves YMCA Board of Director. He is a member of the American Management Association, the National Forum for Black Public Administrators, the International City Managers Association, the Academy of Business Administrators and the Leadership Jackson Alumni Association.
Dr. Calhoun is committed to revitalizing the inner city. Recently, Dr. Calhoun and IMS purchased and completely renovated the old Addkison Hardware Store, located in the heart of the Historic Farish Street District, for its corporate headquarters. John is a member of Alpha Phi Alpha Fraternity and has received numerous awards for his community involvement to include YMCA Citizen of the Year, Jackson Public Schools VAST Award, Volunteer Award Boys and Girls Club of America and many others.
Dr. Calhoun attends Miracle Temple Church where he serves as the Church Administrator and Trustee. He is the son of the Reverand and Mrs. T.J. Calhoun and is the very proud father of Tracy Alexander-Calhoun, affectionately known as Paco, who attends Piney Woods School.

Guy Delp, Technology Transfer, Lockheed Martin IS&GS Advanced Technology Operations

Guy Delp is a member of the Advanced Technology Operations (ATO) team for LM IS&GS. In his role he is responsible for a number of activities, all aimed at connecting investments in technology with business opportunities across IS&GS.
Prior to joining the ATO organization Guy worked business development for the IS&GS Enterprise Integration Group (EIG) focused on shaping and capturing new business for the Mission Programs Division. Guy came to IS&GS after graduating from the LM Business Development Executive Development and Growth Enhancement (BD EDGE) program where Guy was exposed to various aspects of Business Development across Lockheed Martin. His experiences included Strategic Development and IDIQ capture in IS&GS, capture management, working customer relations at the LM Boston Field Office, briefing congressional staff at Washington Operations and developing the CPS-009 Capturing New Business Framework at Corporate.
Prior to joining BD EDGE, Guy was the competitive intelligence (CI) lead for LM Simulation, Training & Support in Orlando, Florida. In that role he was responsible for leading the CI function and facilitating Black Hats for all LM STS competitive pursuits. In addition he was a member of several new business capture teams as a technical writer, IMP/IMS lead and deputy capture manager.
Guy joined Lockheed Martin in 2001 as a Software Engineer in the Engineering Leadership Development Program where he worked various phases of the software lifecycle on the UKCATT, LANTIRN and JSF Harmonization programs.
Guy received his bachelor’s degree in Computer Science from Embry-Riddle University and a Masters in Systems and Industrial Engineering from the University of Florida. Guy lives with his wife Becky, their daughter and twin boys in Limerick, Pennsylvania

AllStaff Technical Solutions, Inc. is a professional services firm that specializes in teaming with Prime Government Contractors in support of their federal contracts. They have performed work for Civilian, Defense, and Intel Agencies by providing highly customized technical services across numerous functional areas.
Since AllStaff first supported Lockheed Martin in 2003 the relationship has continued to grow to include support on over 15 different programs.

Andrew Jenkins has worked in various positions throughout his career, among those being field engineer, construction analyst, planning and research engineer for various federal agencies as well as Director of state and local agencies, and ultimately to become President of three companies and head of four JV limited liability companies.
During his career he encountered business leaders, employees, owners of other companies, politicians from all levels, and comrades with whom he established good personal and professional relationships that have become priceless as he established various business interests. Having been born and raised on his family’s farm in Mississippi where hard work was a badge of honor and your word was your bond, he still subscribes to those basic principles of work, ethics and uncompromised integrity.
Mr. Jenkins has over 40 years of professional experience that includes project management, project development, construction, value engineering, permitting, planning and personnel staffing. He earned his Bachelor’s of Science degree in Civil Engineering from Tennessee State University and did graduate work at the University of Mississippi in Urban and Regional Planning. He is actively involved in small business vitalization initiatives and serves on the Madison County Economic Development Foundation. He is a member of the American Society of Civil Engineers. As President of AJA Management and Technical Services, Inc., he has worked with various federal agencies such as the Dept. of Homeland Security, US Army Corps of Engineers, General Services Administration, and the Dept. of Veterans Affairs. He has worked with numerous state and local government agencies as well including MS Dept. of Corrections, the MS Dept. of Transportation, MS Development Authority, the city of Jackson, Jackson Municipal Airport Authority and the Gulfport-Biloxi Airport Authority.
AJA Management & Technical Services, Inc. holds several certifications including 8(a), SDB, Hub Zone, Mississippi DBE Unified Certification along with other state’s DBE certificates and a MS State Board of Contractors Certificate of Responsibility.

Brigadier General Velma “Von” Richardson, USA Retired, is the IS&GS Business Development Principal responsible for setting and managing the strategic direction of the Mississippi-based small business/college and university outreach and development program as well as its execution. In this position, she identifies, establishes, coordinates, and monitors challenges associated with implementing IS&GS innovation clusters at designated colleges and universities. Serving as a University Coordinator, she builds relationships with key colleges and universities for integration into the LM Internship Program and facilitates mentoring opportunities for university and small business partners. Prior to this position, she led the DoD Information Technology efforts in Lockheed Martin’s Washington Operations unit where she supported Washington-based Department of Defense CIOs and other IT leaders in identifying priorities, increasing program visibility, taking new technology directions, and recommending innovative IT solutions as their missions evolved. In this Government Affairs role, Von managed executive branch customer relationships with US Army, Air Force, Navy, Marine Corps, DISA, and OSD senior leaders, and strives to understand core DoD IT and Services missions, as well as IT-related defense acquisition strategies. She serves on the board of directors for AFEI and The ROCKS, Inc. and serves on the Board of Visitors for the University of Maryland University College. Before joining Washington Operations, Von served as VP and DoD Customer Relations Executive (CRE) with Lockheed Martin Information Technology (LMIT).
BG Richardson received a direct commission as a second lieutenant in the Army Reserve and entered active duty as a member of the Women's Army Corps. She commanded tactical and strategic communications organizations at all levels. Her general officer assignments include Deputy Commanding General, U.S. Army Signal Center and Fort Gordon; and Deputy Commanding General, Army and Air Force Exchange Service (AAFES), Dallas. She retired from active duty in October 2003 after serving as Deputy Commanding General, Network Enterprise Technology Command (NETCOM). Von received the ROCK of the Year award from the National Board of Directors of The ROCKS, a non-profit organization focused on mentorship, scholarship, and education of military officers, Junior and Senior ROTC and West Point cadets and is one of only seven African American women to have earned the rank of Brigadier General in the Active Army. She recently received the Lifetime of leadership award from the Washington DC Chapter of The ROCKS, Inc.
BG Richardson received a BS in Mathematics from Livingstone College, a MA from Pepperdine Univ, and attended the Army War College. She is a recipient of the Doctor of Laws Degree (Honoris Causa) from Livingstone College, the 2005 National Women of Color in Technology Distinguished Achiever in Leadership Award, and the 2005 Parren J. Mitchell Foundation Awardee for Excellence. She has been honored by the NAACP, BellSouth, and South Carolina Black Hall of Fame and was recognized by the White House Initiative on Historically Black Colleges and Universities for outstanding service to the nation’s military.

Brad Eno is the Lockheed Martin Director and Infrastructure Program Manager for the US Army Corps of Engineers ACE-IT program. In his current role he manages 700+ employees supporting the ACE-IT initiative which provides full IT services to the U.S. Army Corps of Engineers (USACE) environment consisting of 2300+ physical sites. The ACE-IT program is standardizing and modernizing the full Corps IT environment supporting 40K+ end users. Management of services include 2 major data centers, all infrastructure components, the full applications environment, Enterprise Service Desk, ITIL, ISO 9000, security engineering and a host of additional responsibilities.
Previously Mr. Eno managed an organization dedicated to helping Lockheed Martin win new business in the government sector. His groups concentration were on the practice areas of ERP, PDM, SOA, security engineering, ITIL and system engineering supporting systems integration initiatives. Prior to this position, Mr. Eno had built and developed an ERP/PDM/EC team of individuals to support a multiple COTS implementation environment. He is well versed in portfolio management with a concentration in IT ROI benefits on a program level. Mr Eno is PMP and ITIL certified and has a BA from Syracuse University and an MS in Information Technology from the Polytechnic Institute Of New York University. He and his family reside in Evergreen, Colorado.

Matthew Polster, Data Center Specialist, Cisco Systems, Inc.

Matthew Polster is a Federal Data Center Specialist for the System Integrator Community at Cisco Systems, Inc. In this role Matthew works with integrators, end users, and Cisco business partners leveraging and integrating best practices to include; Green Data Centers, Nexus, MDS, UCS, Vblock and WAAS Data Center solutions. In his six plus years at Cisco, Matthew has worked on the Federal Civilian Account Team supporting end user accounts such as Dept. of Homeland Security, US PTO, USPS, Federal Reserve Board, IRS and FBI.
Prior to joining Cisco, Matthew was an Account Manager at Veritas for 5 years focusing on emerging Data Center technology including high availability (HA) fail over and backup / recovery. He was responsible for top line sales and revenue as well as propagation of Veritas Federal Sales West of the Mississippi. In addition, Matthew worked for Sybase as an Account Manager covering Federal Civilian and State and Local accounts on the East Coast. Matthew has over 17 years experience in federal information technology much of it in support of the Systems Integration community.
Matthew holds a Bachelor of Arts Degree in English Literature from the University of Maryland, College Park, Maryland.
He resides in McLean, Virginia with his wife Melanie and dog Baxter.

Gerald G. Harvey, Jr., Vice President, Information Technology and Corporate-Wide Programs, LM Washington Operations

Gerald G. Harvey Jr. is Vice President, Information Technology and Corporate-Wide Programs – Washington Operations. In this position, Mr. Harvey is responsible for legislative affairs and policy issues related to information systems and civil agency programs important to Lockheed Martin; serves as the corporate focal point for legislative issues involving small and disadvantaged business; and liaison with key Congressional groups/caucuses important to Lockheed Martin (CBC, CHC, Depot Caucus, Women’s Caucus, CRS, etc). Additionally, Gerald has responsibility for ensuring that Lockheed Martin maximizes its return from key industry association affiliations and policy relationships. Mr. Harvey also serves as the Corporation’s member of the Industry Executive Committee of the President’s National Security Telecommunications Advisory Committee (NSTAC).
Previously, Mr. Harvey served as Vice President Legislative Affairs – Technology Services performing as Technology Services Business Area liaison with Congressional members and their staffs on Technology Services legislative issues and policy.
Prior to being named to this position in April 2001, Mr. Harvey was Director, Corporate Strategic Development in Corporate Headquarters. He has over 26 years of experience in the acquisition and fielding of complex systems, products and services for a variety of government and commercial customers. His experience has spanned the realm from front-end mission analysis, strategic planning, and technology development to advanced engineering/new business acquisition and program/product delivery.
Before coming to Washington, Mr. Harvey was the Director, Strategic Development for Lockheed Martin’s Technology Services Group, where he played a major role in the definition and implementation of the strategic direction for this world class, multi-billion dollar information and technology services business. Prior assignments include 17 years at Lockheed Martin’s Management and Data Systems (and predecessor organizations), where he held increasingly responsible positions in advanced engineering, program management, mission analysis, advanced technology programs, and business development. A graduate of General Electric’s Manufacturing Management Program (MMP), Mr. Harvey also performed several engineering roles in GE’s Television, Gas Turbine and Radar Systems businesses.
Mr. Harvey serves in leadership roles in a number of professional and civic organizations. He serves on the Board of Directors for Tech America, and the National Defense Industrial Association (NDIA), where he also serves as the Chair of the Legislative Information Division. He is also a member of the Loudoun County (VA) School Board’s Gifted Education Advisory Committee; a past two-term President of the Harper Park Middle School (VA) Parent-Teachers Association; and chair of the scholarship committee for the Heritage High School Athletic Booster Club (HHSABC).
Mr. Harvey received a Bachelor of Science in Mechanical Engineering degree from Howard University and a Masters Business Administration (MBA) with a Marketing/Finance focus from American University.
Gerald and his wife, Cynthia, have two children. One daughter (Sabrina), and one son (Gerald III), and reside in Leesburg Virginia.
